The directives (v3.0, 5th edition) says that voting at BRM is done using
normal JTC1 voting procedure and in §9.1.1 voting proxies are allowed.
So if my reading of directives is right (which is hard to know ;-)
proxies are allowed. But the real question is whether countries which
will not send representative to BRM will pass their voting right to some
one else through proxy. And according to directives each P-member can
acts as a proxy only for one another P-member.
