Changing tack slightly,

All these non-responding P-members ... What happens if SC34 ballots keep
getting a very poor response? I understand sanctions can be taken
against NBs which are serial offenders at this -- but how does it work?

I wouldn't want to see SC34 brought to a halt by NBs who might be
distracted by certain other standards that are in the works.
