I suspect that Unicode should be normative (unless you are relying on there
being a normative reference to ISO 10646), but I don't feel that the other
standards have provided key features.

The only way I know of referencing C0 characters is as character references.
Are character references permitted in REs? If they are then we should allow
them to be included in character sets. I suspect that Tab might be a
requirement, and aren's soft hyphens control characters (C1 I seem to
remember)
