Hmm, then you need to be able to refer parts of C0. Actually these
control characters may have different representation in differen coded
character sets, eg EBCDIC has different characters from ISO 4873.
I think we should be general an be able to describe all aspects of an
encoding, including the whole of C0, but only on a character level.
Conceptually this does not change anything.
