Yes, to be precise, JTC1 is going to have a letter ballot.
But 14652 is very likely to be withdrawn. SC35 might want
to do something but it has to start from a NP.

A SC22 project for revising 15897 was cancelled in 2006.

Some SC22 member bodies (including Japan) believe that this
activity should be abandoned. It is true that SC35
started to maintain 15897.
