Yes. We are talking about implementations of the DTD compatiblity spec.
However, six year experiences show that implementors do not implement
the modification of the infoset and that users do not rely on it.

I don't understand what you are trying to do. Are you trying to extend
RNG or are you trying to revise the DTD compatibility spec? Or, are
you trying to create a new language for identity cosntraints?
