I think that problem of Schematron for expressing identity constraints
is that you can describe single identity constraint in several ways
given the combined power Schematron and XPath.

This means that such identity constraint is defined "procedurally" and
you have to use Schematron implementation to check it. Having much
simpler specialized and declarative syntax for identity constraint means
that you can implement identity constraints checking in various ways
without need of Schematron. At the same time you can transform such
identity checks into other forms including Schematron (in a similar way
which is today used for transforming Schematron into XSLT).
