Dear members of SC 34/WG 1

As you may be aware, I am currently preparing a text for DCOR ballot based
upon the defect reports received and my responses as Project Editor.

I have recently received the attached document from David Carlisle, which
contains a proposal for how the lack of a clear processing model for entity
renaming might be resolved. There are in fact two alternative proposals, the
first being to withdraw the feature entirely, and there is also a proposal
to resolve a perceived problem with namespace interpretation in element
renaming.

I would be grateful to receive comments from all those who are interested in
DSRL and would like to see it corrected. If there is consensus around any of
David Carlisle's proposals, I would like to incorporate them if possible
into the text for DCOR ballot. It would be highly desirable to fix DSRL in a
single stage, to enable implementations to proceed without further
uncertainty.

In my opinion the option of withdrawing the entity renaming and entity
definition features of DSRL would be too radical a change for a Technical
Corrigendum, and would necessitate an Amendment. It may be that this is in
the best interests of implementers, but it would obviously prolong the
process, because we would need to sub-divide the project and hold at least
two ballots (FPDAM and FDAM). What are your views on this?

I am in any case - in response to existing defect reports - proposing a new
conformance class that excludes support for entity renaming and entity
definition, so that implementations do not have to include these features. I
also attach a draft of the current text for DCOR ballot, covering existing
defect reports.
